Statutory harbour authority information for two ports: tidal access, notices to mariners, byelaws, charges and marine safety.

Two ports, two harbour authorities

Each port has its own company, its own notices, its own byelaws and its own charges. Pick the port you are using so you read the right rules.

Port of Fleetwood

FJ Ports (Fleetwood) Ltd, company number 15560248

Lancashire. 100 acres. Commercial quays, a RoRo berth, an Isle of Man berth and a leisure marina in Wyre Dock, entered through a lock.

Port of Silloth

FJ Ports (Silloth) Ltd, company number 15559785

Cumbria, on the Solway Firth. 42 acres. A tidal port with an enclosed New Dock, serving grain, flour, molasses, cement and agricultural cargoes.

The harbour authority has changed

From 18/09/2026 the statutory harbour authority for the Port of Fleetwood is FJ Ports (Fleetwood) Ltd, company number 15560248, and for the Port of Silloth it is FJ Ports (Silloth) Ltd, company number 15559785. Both take over from Associated British Ports.

The Order that made the change

The change is made by The Ports of Fleetwood and Silloth (Transfer of Undertaking) Harbour Revision Order 2026, SI 2026 No. 404.

The Order was made by the Marine Management Organisation on 13/04/2026, laid before Parliament on 16/04/2026 and came into force on 07/05/2026. The transfer date of 18/09/2026 was fixed under article 3(3).

Each port has its own standing notice setting out who the authority is, from when, and in place of whom.

What the change means for you

For almost everyone, the rules you work under have not changed. Here is what applies to each group of port users.

For mariners

The byelaws for both ports continue in force after the transfer date. So do the notices to mariners, the harbour limits and the port plans. Where a notice, direction or byelaw names Associated British Ports, read it as naming the new authority for that port. Start at the notices to mariners.

For berth holders at Fleetwood marina

Your berthing licence continues on exactly the same terms. There is nothing you need to do. Read the berth holder page.

For commercial customers and agents

Contracts and agreements in force on 17/09/2026 continue against and in favour of the new authority under article 7 of the Order. Charges, contact details and payment arrangements are on the schedule of charges for each port.

In an emergency

Call the harbour office or use VHF. Do not rely on this website. Urgent navigational warnings are broadcast on VHF and passed to HM Coastguard. This website is the archive and the reference copy.
