Local Notice to Mariners No. 01 of 2026. Change of statutory harbour authority, and notices to mariners in force. Effective 00:01 on 18 September 2026.

This notice is prepared for issue by FJ Ports (Fleetwood) Ltd. It takes effect when it is signed by the harbour master and issued. Until then, check with the harbour office.

1. Change of statutory harbour authority

With effect from 18 September 2026, FJ Ports (Fleetwood) Ltd (registered in England and Wales, company number 15560248) is the statutory harbour authority for the Port of Fleetwood, in place of Associated British Ports.

The change is made by The Ports of Fleetwood and Silloth (Transfer of Undertaking) Harbour Revision Order 2026 (SI 2026 No. 404), made by the Marine Management Organisation on 13 April 2026 under section 14 of the Harbours Act 1964. The transfer date was fixed by Associated British Ports under article 3 of that Order.

2. Continuity of byelaws, licences and consents

Under article 6 of the Order, a byelaw, regulation, licence or consent made, issued or granted by Associated British Ports in relation to the Port of Fleetwood, and in force immediately before 18 September 2026, continues in force and has effect as if made, issued or granted by FJ Ports (Fleetwood) Ltd.

The Fleetwood Harbour and Docks Bye-Laws 1982 accordingly remain in force unchanged.

3. Continuity of directions and notices

Under article 5(3) of the Order, from 18 September 2026 any statutory provision of local application and any document has effect in its application to the Port of Fleetwood as if any reference to Associated British Ports were a reference to FJ Ports (Fleetwood) Ltd, and any reference to an officer, employee or servant of Associated British Ports were a reference to an officer, employee or servant of FJ Ports (Fleetwood) Ltd.

Accordingly, Notices to Mariners and directions issued for the Port of Fleetwood before 18 September 2026 continue to apply, and are to be read as notices and directions of FJ Ports (Fleetwood) Ltd. Where an earlier notice names an Associated British Ports post holder, that reference is to be read as the corresponding officer of FJ Ports (Fleetwood) Ltd. Where an earlier notice gives an Associated British Ports telephone number, email address or website, use the contact details at part 6 of this notice instead.

The notices in the schedule below are the Notices to Mariners for the Port of Fleetwood which this authority holds and treats as in force at 00:01 on 18 September 2026.

5. Notices not listed, and a review of the historic record

Read this part carefully.

5.1 Notices recorded as cancelled or expired

  • Local Notice to Mariners No. 023 of 2024 was cancelled with immediate effect by Local Notice to Mariners No. 024 of 2024 dated 19 November 2024.
  • Local Notice to Mariners No. 014 of 2023 stated on its face that it would self-cancel at 23:59 on 31 December 2023. It expired on that date and is not in force, notwithstanding that it has continued to appear on published lists since.

5.2 Notices named as in force but not held

Documents held by this authority name the following Fleetwood Local Notices to Mariners as remaining in force, but copies of them have not been obtained: Nos. 001, 002, 008, 012 and 013 of 2024, named in Local Notice to Mariners No. 014 of 2024 dated 16 May 2024, and No. 019 of 2024, referred to in Local Notice to Mariners No. 024 of 2024.

These notices are not cancelled by this notice. This authority has not read them and will not cancel a notice it has not read. They may contain warnings that remain relevant to the safety of navigation. Enquiries to obtain them are in hand.

5.3 Review under way

A review of the historic Notice to Mariners record for the Port of Fleetwood is under way, together with an inspection of the port and its aids to navigation. A definitive consolidated notice will be issued when that review is complete, and this notice will be superseded at that point.

5.4 If in any doubt, ask

Until the review is complete, mariners who are in any doubt about the status of any notice, or about any hazard, restriction or requirement affecting the Port of Fleetwood, should contact the harbour office before entering, leaving or moving within the harbour. Contact details are at part 6.
