Notice to Mariners No. 01 of 2026. Change of statutory harbour authority, and notices to mariners in force. Effective 00:01 on 18 September 2026.

This notice is prepared for issue by FJ Ports (Silloth) Ltd. It takes effect when it is signed by the harbour master and issued. Until then, check with the harbour office.

1. Change of statutory harbour authority

With effect from 18 September 2026, FJ Ports (Silloth) Ltd (registered in England and Wales, company number 15559785) is the statutory harbour authority for the Port of Silloth, in place of Associated British Ports.

The change is made by The Ports of Fleetwood and Silloth (Transfer of Undertaking) Harbour Revision Order 2026 (SI 2026 No. 404), made by the Marine Management Organisation on 13 April 2026 under section 14 of the Harbours Act 1964. The transfer date was fixed by Associated British Ports under article 3 of that Order.

2. Continuity of byelaws, licences and consents

Under article 11 of the Order, a byelaw, regulation, licence or consent made, issued or granted by Associated British Ports in relation to the Port of Silloth, and in force immediately before 18 September 2026, continues in force and has effect as if made, issued or granted by FJ Ports (Silloth) Ltd.

The Silloth byelaws accordingly remain in force unchanged. Pilotage exemption certificates in force immediately before 18 September 2026 continue in force.

3. Continuity of directions, pilotage directions and notices

Under article 10(3) of the Order, from 18 September 2026 any statutory provision of local application and any document has effect in its application to the Port of Silloth as if any reference to Associated British Ports were a reference to FJ Ports (Silloth) Ltd, and any reference to an officer, employee or servant of Associated British Ports were a reference to an officer, employee or servant of FJ Ports (Silloth) Ltd.

Accordingly, the pilotage directions, the Regulations and Conditions, the Advice and Directions to Masters, and the Notices to Mariners issued for the Port of Silloth before 18 September 2026 continue to apply, and are to be read as those of FJ Ports (Silloth) Ltd. Where an earlier document names an Associated British Ports post holder, that reference is to be read as the corresponding officer of FJ Ports (Silloth) Ltd. Where an earlier document gives an Associated British Ports telephone number, email address or website, use the contact details at part 6 of this notice instead.

Pilotage arrangements at the Port of Silloth are unchanged. The requirements as to pilotage that applied before 18 September 2026 continue to apply on and after that date. Masters, agents and holders of pilotage exemption certificates should make no change to their arrangements. The limits within which pilotage applies, as extended by The Silloth (Pilotage) Harbour Revision Order 1988 (SI 1988 No. 1628), are unchanged.

4. Notices held and treated as in force

The notice in the schedule below is the Notice to Mariners for the Port of Silloth which this authority holds and treats as in force at 00:01 on 18 September 2026.

5. Notices named as in force but not held

Read this part carefully. It matters more at Silloth than it would at most ports.

5.1 Notice recorded as cancelled

Notice to Mariners No. 06 was cancelled by Notice to Mariners No. 01/2025 dated 27 October 2025.

5.2 Notices named as in force but not held

Notice to Mariners No. 01/2025 names the following as remaining in force, and copies of them have not been obtained:

  • No. 01/2023, Removal of other Notices and streamlining
  • No. 02/2023, Navigation Marks
  • No. 03/2023, Navigation Waypoints
  • No. 04/2023, Transfer of Ship Control Systems
  • No. 05/2023, Hatches Closed and Secured

These notices are not cancelled by this notice. This authority has not read them and will not cancel a notice it has not read. Their titles indicate that at least two of them, Navigation Marks and Navigation Waypoints, may bear directly on the safety of navigation in the approaches to the Port of Silloth. Enquiries to obtain them are in hand.

5.3 Until they are recovered

Masters, pilots and agents who hold copies of Notices to Mariners Nos. 01/2023 to 05/2023 should continue to comply with them. Any master, pilot or agent who holds a copy is asked to send it to the harbour office, which would assist this authority and every other user of the port.

5.4 Review under way

A review of the historic Notice to Mariners record for the Port of Silloth is under way, together with an inspection of the port, its approaches and its aids to navigation. A definitive consolidated notice will be issued when that review is complete, and this notice will be superseded at that point.

5.5 If in any doubt, ask

Until the review is complete, mariners who are in any doubt about the status of any notice, or about navigation marks, waypoints, reporting procedures or any hazard, restriction or requirement affecting the Port of Silloth or its approaches, should contact the harbour office before entering, leaving or moving within the harbour.
