Designated person
The Ports and Marine Facilities Safety Code expects a harbour authority to appoint a designated person, separate from the duty holder, who gives independent assurance directly to the duty holder about how the marine safety management system is working.
Content coming soon
The designated person for each authority is not yet published. The Code expects that person to be named and reachable. Due within the first quarter of operation, that is by 18/12/2026.
What will be published
- Who the designated person is for each authority.
- How they are independent of the day to day running of the port.
- How anyone, including a mariner, a berth holder, a member of staff or a contractor, can raise a marine safety concern with them directly.

A marine safety concern should go to the harbour master. See the Fleetwood contact page or the Silloth contact page. If the concern is urgent and about something happening now, call the harbour office, or call 999 and ask for the Coastguard.
