Port marine safety
The Ports and Marine Facilities Safety Code expects a harbour authority to publish its marine safety policy, name its duty holder and its designated person, publish a marine safety plan and report performance against it. Both authorities are building all of that.
Each page below says what will be published and when, and none of them claims a document exists that does not.

What is deliberately not published
Port security and ISPS material, detailed marine risk assessments and audit reports, and the oil spill and port emergency plans themselves. That these plans exist and when they are reviewed is published; the plans are not.

Call 999 and ask for the Coastguard
Or call the Coastguard on VHF Channel 16. Then tell the harbour office for the port concerned.
